What is a No Objection Certificate?
A No Objection Certificate (NOC) is a mandatory document issued by Nepal’s Ministry of Education, Science, and Technology (MoEST). It serves as an official government endorsement that there are no legal or administrative barriers to your overseas study plan.
As of April 2026, the entire process is fully digital and cashless β no trips to the Sanothimi office required. Everything is handled through the official portal.

Step-by-Step Process
How to apply on the official portal
Create your account
Visit noc.moest.gov.np and register using your email and mobile number. You will receive an OTP to verify and activate your account.
Set up your profile
Log in and fill in your personal details β name, date of birth, and address β exactly as they appear on your citizenship certificate. Any discrepancy here is a leading cause of delays.
Add academic & study details
Enter your academic background, then fill in your destination details: institution name, course, level of study, and intake date β matching your offer letter exactly.
Upload your documents
Upload all scanned documents from the checklist above. Ensure every file is sharp and high-resolution β blurry uploads are the single most common reason applications get rejected.
Review, pay, and submit
Double-check all details carefully before paying the application fee through the portal’s integrated online payment system.

Verification by MoEST
Ministry officials will review your application. This typically takes 1 to 5 working days. You can track your status on the portal.
Download your NOC
Once approved, download and print your certificate directly from the portal. The 2026 certificate includes a digitally verifiable QR code β physical collection at Sanothimi is no longer required for most students.
